2.1. Mang nghĩa"kể đến, nhắc đến"
=If you refer to a particular subject or person, you talk about them or mention them/If you refer to someone or something as a particular thing, you use a particular word, expression, or name to mention or describe them

- In his speech, he referred to a recent trip to Canada
- Marcia had referred to him as a dear friend.
- The matter must be referred to a tribunal (IELTS TUTOR giải thích: vấn đề phải được chuyển đến một toà án để xét xử)
- He simply referred to him as Ronnie.
- Our economy is referred to as a free market.
- The term electronics refers to electrically-induced action.
2.2. Mang nghĩa"chuyển đến (ai, tổ chức nào) để xem xét, giao cho nghiên cứu giải quyết"
=If you refer a task or a problem to a person or an organization, you formally tell them about it, so that they can deal with it.

2.3. Mang nghĩa"chỉ dẫn (ai) đến hỏi (người nào, tổ chức nào)"
=If a person who is ill is referred to a hospital or a specialist, they are sent there by a doctor in order to be treated/If you refer someone to a person or organization, you send them there for the help they need.
