=An issue is an important subject that people are arguing about or discussing/a subject that people discuss or argue about, especially relating to society, politics etc

- Với nghĩa này, issue là danh từ đếm được
- contentious/controversial/thorny issue (=one that causes a lot of argument)
- big/key/major issue
- raise an issue (=start to discuss it)

=If something is the issue, it is the thing you consider to be the most important part of a situation or discussion.
